Could be either Cybister or Onychohydrus - both are present in the region.

This is either Cybister tripunctatus or Onychohydrus scutellaris, the only two large Diving beetles recorded from the ACT. Separating them requires examination of a specimen .

Certainly looks like a dytiscid larva. Nice images, and description of predatory behaviour.
