Even when I'm weeding my garden now I see living creatures... I take it all this froth is eggs. And are those little creatures beetles?

They are spittlebugs, immature leafhoppers or planthoppers. See: Aphrophorinae (subfamily) (Unidentified spittlebug) also Prionopterina grammatistis If not Aphrophorinae sp. (subfamily) then Cercopidae (family).
