My friend had one of these a couple of months back - its an insect belonging to the Planthopper family Eurybrachidae. Its also referred to as a Squathopper I believe. This is its immature stage. But it is still mega weird looking! Here is a similar one from the ACT nature map site: Eurybrachidae (family) (Unidentified planthopper)
